I think it definitely can and I am going to point you to several classes that are free and deal with this topic:

Namaste Yoga 6, one of the early episodes talks you through the theme of discernment, so that you can discern the difference between good caution and paralyzing fear.

Edge can be a great place to explore the difference between good caution and paralyzing fear. We get to choose the edge between how little and too much, how close we want to go to fear and how much is backing off too much to caution. Here is a blog post I wrote on edge.
